In order for the facility to have a stand alone Permit to Construct (Air Permit) and Industrial stormwater discharge permit, the facility must be stand-alone. Stand-alone: no shared utilities, meaning: all fence line crossings must be metered and accounted for both physically and financially. The utilities and any potential feedstock can be purchased by the SAFX and sub-metered to the blending facility, but it has to be accounted for. The land itself can be leased from SAFX to the blending facility. Advantages: the blending company can be completely spun-off with minimal permitting/engineering difficulty, speed of permitting (Air) Disadvantages: initial paperwork, ongoing paperwork If this is the route we are going, I will need a name for the blending company, owner, registered agent, etc. If the blending company is to be fully integrated with SAFX, we will have to modify existing permits and this makes separation at a later date..
